Introduction to Bridging Pennsylvania Developers - I LLC (BPDI) Project

The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The initiative was approved by the Public-Private Transportation Partnership Board in November 2020.

Bridging Pennsylvania Developers - I LLC (BPDI) is the company that is contracted to deliver the six bridges in the Major Bridge P3 Project throughout Pennsylvania. BPDI is led jointly by Shikun & Binui USA Concessions LLC and Macquarie Capital Investment Holdings, Inc. as Lead Project Developers and Equity Members, who are international leaders in delivering successful P3 projects. The Bridging Pennsylvania Constructors (BPC) joint venture (JV) consortium includes the design & construction expertise of S&B USA Construction (Pittsburgh, PA) and FCC Construction. S&B USA Construction is an affiliate company of S&B USA Concessions LLC and is also the parent company of Fay, S&B USA Construction (Pittsburgh, PA), one of the four BPC Major Bridge subcontractors. Other Major Bridge subcontractors include the H&K Group (Skippack, PA), Kokosing Construction Company (Pittsburgh, PA), Wagman Heavy Civil (York, PA), and Lead Designer, Michael Baker International (Pittsburgh, PA).
